Prohibits sitting, lying, sleeping, or storing personal property on streets or sidewalks when a homeless shelter is available to the person

Prohibits sitting, lying, sleeping, or storing personal property within 500 feet of public or private schools (K-12), open spaces, or major transit stops

Violations may be charged as either a misdemeanor or infraction at the prosecutor's discretion and are classified as public nuisances subject to abatement

Requires peace officers to provide written notice in a language understood by the person at least 72 hours before enforcement action begins

Exempts the state from reimbursing local agencies for costs since the law creates new crimes and infractions under existing reimbursement exemptions
