Requires the Deputy Director of Community Wildfire Preparedness and Mitigation to prepare a Wildfire Risk Mitigation Planning Framework by January 1, 2026, and every 3 years thereafter, to quantitatively evaluate wildfire risk mitigation actions statewide.

Framework must allow geospatial evaluation and comparison of wildfire risk mitigation actions and may include factors such as responsible entities, costs, risk reduction estimates, geographic areas, environmental impacts, and stakeholder effects.

Deputy director shall make the framework available as a planning tool to state agencies, federal agencies, electric utilities, municipalities, local governments, and nongovernmental organizations engaged in statewide wildfire risk mitigation.

Requires annual submission of the completed framework to the Legislature, Office of Energy Infrastructure Safety, and Public Utilities Commission for review and consideration.

Authorizes deputy director to contract with private consultants or public universities with expertise in quantitative wildfire risk assessment to assist with framework development and risk modeling.
