Requires the Nursing Education and Workforce Advisory Committee to study how approved nursing schools and programs maintain clinical education standards and manage or coordinate clinical placements, including studying the necessity of statewide or regional consortiums for clinical placement coordination.

Requires the Board of Registered Nursing to submit a report to the Legislature detailing the committee's findings and recommendations regarding clinical placement management and coordination standards.

Requires the board to annually collect, analyze, and report information on how nursing schools and programs manage clinical placements and coordinate with clinical facilities, including collaboration details with other programs using the same facilities.

Requires the board to publish the annual clinical placement management report on its website and submit it annually to the Legislature in compliance with Government Code Section 9795.

Declares that the provisions of the act are severable, meaning if any provision is invalidated, the remaining provisions remain in effect.
