CA SB1019

Defines "destroy" for firearms as complete destruction by smelting, shredding, crushing, or cutting, including all parts (frame, receiver, barrel, bolt, grip) and attachments (sights, scopes, silencers, suppressors).

Requires every law enforcement agency to develop and maintain a written policy on firearm destruction and post that policy on its internet website.

Exempts firearms that were stolen or used without the owner's knowledge when possessed by public administrators, public guardians, or public conservators performing estate or conservatorship duties from destruction requirements.

Requires law enforcement agencies contracting with third parties for firearm destruction to explicitly prohibit the sale of firearms or parts, though recycling of scrap metal is permitted.

Exempts law enforcement agencies with existing firearm destruction contracts prior to November 1, 2024, from compliance if the bill's requirements would force breach of those contracts.
