CA SB1020

Requires each law enforcement agency and basic course presenter to prohibit the use of ethnic shooting targets in all training, qualification, competition, and range activities sponsored by or involving agency personnel or basic course attendees.

Prohibits law enforcement agencies and basic course presenters from providing ethnic shooting targets to peace officers or basic course attendees for personal use.

Defines "ethnic shooting target" as any physical range target depicting a human form with skin colors or facial features from which a person might reasonably discern race or ethnicity, excluding silhouette targets or targets without facial features.

Applies to law enforcement agencies authorized to employ peace officers carrying firearms and basic course presenters certified by the Commission on Peace Officer Standards and Training for live-fire firearms training.

Exempts realistic training simulators using live actors or video playback from the prohibition.
