Authorizes the Chancellor of the California State University to conduct a feasibility study on establishing a satellite program and independent CSU campus in Antelope Valley or Victor Valley within 18 months after trustees certify sufficient funding is available

Study must analyze ten-year enrollment projections, regional workforce needs, economic impact, infrastructure availability, potential relief of overcrowding at Bakersfield and Northridge campuses, and effects on other educational institutions

Requires study funding to come exclusively from nonstate sources with no state appropriation

Allows trustees to conduct a formal study identical to California Postsecondary Education Commission reviews if they determine a new campus or off-campus center is needed in either region

Defines Antelope Valley to include Lancaster, Palmdale, California City and 11 additional census designated places; defines Victor Valley to include Victorville, Hesperia, Adelanto, and Apple Valley
