Establishes the California Workplace Outreach Project within the Department of Industrial Relations upon appropriation of funds to promote awareness and compliance with labor protections affecting California workers, with focus on low-wage and high-violation industries.

Requires the department to issue competitive requests for proposals to nonprofit organizations with demonstrated experience in worker outreach to provide education services and assist workers who experienced labor standard violations.

Mandates qualified organizations consult with the department on priority outreach topics including minimum wage, overtime, sick leave, retaliation, health and safety, and excessive heat, and create education materials translated into non-English languages appropriate for their geographic regions.

Requires the department and qualified organizations to meet at least twice yearly to coordinate outreach, education, and enforcement efforts, including sharing information to inform the department's overall enforcement strategy in accordance with privacy and confidentiality laws.
