Requires the State Department of Health Care Services to submit a cost estimate by January 10, 2026 on private duty nursing services for pediatric patients, estimating costs to raise Medi-Cal rates to 87% and 100% of corresponding federal Medicare rates.

Requires the State Department of Health Care Services to submit a cost study by January 10, 2026 evaluating all financial and operational costs of licensed congregate living health facilities in California, including labor, licensing fees, equipment, food, utilities, insurance, property tax, and staff training.

Mandates the department consult with congregate living health facility providers, patients, families, caregivers, and other relevant parties when developing the congregate living health facilities cost study.
