Requires each community college district to expend 50% of current expense of education for classroom instructor salaries through fiscal year 2024-25, increasing to 60% starting in fiscal year 2025-26

Expands definition of "salaries of classroom instructors" to include counselors and librarians, in addition to instructors and instructional aides

Maintains existing exemption process allowing districts to apply to the Board of Governors for relief from salary expenditure requirements if facing serious hardship or excessive salary costs compared to comparable districts

Requires the Board of Governors to submit annual reports to the Legislature on compliance with salary expenditure requirements by community college districts

Makes conforming changes to Education Code sections 74295.5, 84362, and 87482.5 regarding definitions and requirements for community college employee classifications
