Requires the Office of Planning and Research to develop and post a technical advisory by June 1, 2026, reflecting best practices for siting composting facilities to meet organic waste reduction goals, in consultation with the Department of Resources Recycling and Recovery and stakeholders including county and city representatives, composting facility operators, and waste services.

Technical advisory must include sample general plan goals, policies, and implementation measures suitable for adoption or modification by local governments, plus a model ordinance.

Requires cities, counties, or city and counties to consider the technical advisory's best practices and updating their land use elements upon substantive revision on or after January 1, 2028, to identify areas where composting facilities may be appropriate as allowable uses.

Specifies that local agencies may levy service charges, fees, or assessments to pay for mandated programs under this act.
