Amends the Budget Acts of 2022 and 2023 to modify appropriations for education, energy, health care, and labor programs totaling hundreds of millions in federal and state funds.

Adjusts funding for American Rescue Plan Act programs including $3.3 billion for after-school and child care programs in 2022 and $282.9 million in 2023, with provisions for summer learning and rural school district programs.

Adds $102.8 million in new appropriations to the State Energy Resources Conservation and Development Commission from the Federal Trust Fund for research, development, building and appliance efficiency programs, with expenditure deadlines extending to June 30, 2028.

Reappropriates unspent balances from prior fiscal years for the Secretary of Natural Resources Agency, State Energy Commission, and Department of Health Care Access and Information, with extended expenditure deadlines through 2028.

Allocates $75.65 million to the Department of Industrial Relations, including $20 million for California Youth Apprenticeship Program, $15 million for Women in Construction Priority Unit, and $40 million for Apprenticeship Innovation Funding through June 30, 2025.
