Requires nonprofit legal services providers contracted by the Department of Housing and Community Development to provide the department full access to case status and services information for contract management purposes, while protecting attorney-client privilege and work product confidentiality.

Prohibits the department from disclosing confidential information received from nonprofit providers to anyone outside the department.

Requires the department to conduct regular surveys of complainants referred to nonprofit legal services providers to assess communication and service quality, and to monitor for and immediately correct any inappropriate denials of services.

Changes the $10 annual registration fee collection from mobilehome parks from mandatory (beginning January 1, 2019) to discretionary when the department and Department of Finance agree the Mobilehome Dispute Resolution Fund can cover only 6 months of expenditures.

Makes legislative findings regarding the constitutional limitation on public access to writings of public officials to justify restrictions on access to confidential attorney-client communications maintained by the department.
