Requires the Public Utilities Commission to direct gas corporation revenues received from greenhouse gas allowance allocations to be credited directly to residential customers.

Eliminates the previous requirement allowing the commission to allocate up to 15% of those revenues to fund the Climate Pollution Reduction in Homes Initiative (removed through amendments).

Removes the "Climate Pollution Reduction in Homes Initiative" chapter that previously authorized grants to local service providers and nonprofits for zero-carbon appliance assistance to low-income households.

Specifies that the Public Utilities Commission shall annually direct each gas corporation to distribute the customer credits to its residential customers.

Provides that no state reimbursement is required for this act under Article XIII B of the California Constitution.
