Prohibits qualifying local agencies from imposing height limitations on attached accessory dwelling units below 16 feet (reduced from the existing 25-foot standard).

Defines "qualifying local agency" as one where the number of entitled housing units shown in its most recent annual progress report exceeds its share of regional housing need for low- and very low-income categories, prorated for that reporting period.

A qualifying local agency remains eligible for the reduced height requirement until the Department of Housing and Community Development's determination for the next annual reporting period.

Does not require attached accessory dwelling units to exceed two stories regardless of height allowance.
