Requires children to complete one year of kindergarten before admission to first grade at public elementary schools, including charter schools, beginning with the 2026-27 school year.

Allows exceptions for children who have completed fewer than one year of kindergarten but are judged ready for first-grade work by school administration, with parental consent, if at least five years old.

Permits children who completed kindergarten in private schools or other states to be admitted to first grade in California public schools.

Maintains parental choice to enroll children in public school kindergarten, private school kindergarten, or homeschooling before first grade, and preserves age six as California's compulsory education age.

Authorizes state reimbursement to local agencies and school districts for costs mandated by this bill through existing statutory procedures.
