SB 106 Summary

• Amends the Budget Acts of 2022 and 2023 by modifying appropriation items, adding new allocations, and establishing reversions across numerous state departments and programs.

• Makes significant changes to budget allocations including reductions in some areas (Medi-Cal Provider Payment Reserve Fund reduced from $1.02 billion to $396 million) and increases in others (Department of Food and Agriculture increased from $160 million to $205 million).

• Adds extensive local assistance funding allocations totaling hundreds of millions of dollars for parks, housing, infrastructure, health services, and community programs across California cities and counties.

• Establishes new reversion and reappropriation items allowing unspent funds from prior budget years to revert to the General Fund or be reallocated for specific purposes through June 30, 2024 or later.

• Grants the Director of Finance authority to suspend or delay expenditure of one-time funding through June 30, 2024, and to augment appropriations in cases of actual necessity to address budget constraints.
