Department of Conservation must establish the Biomass Technology Transition Program by December 1, 2025 to support conversion of biomass power plants from traditional combustion to advanced bioenergy technologies like sustainable aviation fuel, renewable natural gas, or hydrogen production.

Department must identify by December 1, 2025 all biomass generation facilities with 10+ megawatts capacity using forest or agricultural biomass waste where operators intend to convert to advanced technologies.

Department must assess market conditions and technology readiness for advanced bioenergy products by January 1, 2026, and update the assessment every two years beginning January 1, 2030.

Department must establish a grant program by January 1, 2030 for facilities meeting conversion criteria, requiring operators to submit business plans by January 1, 2027 and begin conversions within two years of market viability determination.

All program actions must be funded through sources other than ratepayers; no electricity customer funds may support the program.
