Grants the Office of the Inspector General investigatory authority over all staff misconduct cases involving sexual misconduct with incarcerated persons.

Authorizes the Office of the Inspector General to conduct full investigations into sexual misconduct complaints not opened by the Department of Corrections and Rehabilitation, or to perform supplemental investigations if the department's investigation is deemed inadequate.

Requires the Office of the Inspector General to submit investigation reports and all underlying evidence to the appropriate hiring authority within the Department of Corrections and Rehabilitation upon completion of investigations.

Mandates the Office of the Inspector General to monitor actions taken by hiring authorities after receiving investigation reports and report results in accordance with existing reporting requirements.
