Extends the deadline for the Imperial Valley Healthcare District board to recommend a permanent funding source mechanism from the March or November 2024 election to on or before the November 2026 election.

Allows the initial board, elected board, or a combination of both to recommend the funding source mechanism, providing flexibility in the approval process.

Requires the board to use financial feasibility studies conducted by Imperial County LAFCO and Kaufman Hall to determine the funding source mechanism.

Mandates a minimum of three public meetings between the effective date and January 1, 2025 to inform the public about district establishment, funding mechanisms, and hospital acquisition plans.

Designates the Heffernan Memorial Healthcare District to hold temporary clerical and administrative support responsibilities for the Imperial Valley Healthcare District until both existing districts are dissolved.
