Adds Section 6609.4 to the Welfare and Institutions Code requiring the State Department of State Hospitals to ensure vendors consider public safety in placing conditionally released sexually violent predators.

Requires the State Department of State Hospitals to approve potential placements before department employees or vendors propose placements to court or sign lease or rental agreements.

Allows the State Department of State Hospitals to place financial holds on residences for assessing suitability and public safety considerations for prospective placements.

Declares the act an urgency statute that takes effect immediately to protect public safety and ensure transparency in sexually violent predator placement in communities.
