Requires the California Coastal Commission, in coordination with the Department of Housing and Community Development, to develop and provide guidance for local governments by July 1, 2026 to clarify and simplify permitting processes for accessory dwelling units (ADUs) and junior accessory dwelling units (JADUs) in coastal zones.

Mandates the commission to convene at least one public workshop to receive public comments on draft guidance, with the draft posted on both agencies' websites at least 30 days before the workshop.

Requires the commission to provide notice of the public workshop to all cities and counties within the coastal zone and post the final guidance document on both the commission's and department's websites.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to existing statutory procedures under Government Code Part 7.
