Requires schools to offer halal or kosher meal options commencing with the 2025–26 school year if 5% or more of pupils at a schoolsite prefer these options for breakfast and lunch.

Authorizes schools to collect information from pupils to determine whether the 5% preference threshold is met and permits schools to offer halal and kosher options voluntarily even if the threshold is not reached.

Defines "halal" as food prepared in accordance with Islamic law and "kosher" as defined in Penal Code Section 383b.

Constitutes a state-mandated local program requiring reimbursement through the statutory procedures in Government Code Part 7 (Section 17500 et seq.) if the Commission on State Mandates determines costs are mandated by the state.
