Establishes a certification program jointly implemented by the State Department of Health Care Services and County Behavioral Health Directors Association of California for augmented residential care facilities (ARCFs) serving adults with serious mental illness in homelike settings.

Requires ARCFs to be licensed by the State Department of Social Services with a maximum capacity of 6 residents and to comply with federal regulations under Title 42, Code of Federal Regulations, Section 441.530(a)(1).

Mandates DHCS issue certification of program approval before DSS may issue a license, and establishes rate methodology including fixed facility components and individualized services based on consumer needs.

Prohibits local mental or behavioral health agencies from paying rates exceeding the approved ARCF placement plan unless health and safety concerns exist and DHCS grants prior written authorization.

Requires implementation only if funds are appropriated through the annual Budget Act; subjects bill to state mandate reimbursement procedures if Commission on State Mandates determines costs are mandated by the state.
