Requires the California Health and Human Services Agency to convene a working group to determine the best approach for creating a Department of Homelessness Prevention, Outreach, and Support.

Working group must include representatives from all state departments and agencies currently receiving funding for services to homeless individuals.

Working group shall submit findings and recommendations to the Legislature no later than January 1, 2028, with the purpose of consolidating all state funding for homeless services into one department.

Division 27 of the Welfare and Institutions Code establishing this working group requirement repeals automatically on January 1, 2028.
