Requires initial payments for unemployment compensation disability (UCD) benefits to be issued within 14 days of claim receipt or when eligibility begins, whichever is later, once incorporated into the Employment Development Department's EDDNext system.

Allows claimants to initiate the claims process up to 30 days in advance of their anticipated first compensable day for both UCD and paid family leave (family temporary disability insurance) programs.

Applies the same 14-day initial payment issuance timeline for paid family leave benefits as established for unemployment compensation disability benefits.

Repeals the requirement that paid family leave eligible workers receive benefits "generally in accordance with unemployment and disability compensation law," replacing it with specific statutory provisions.

All changes become operative upon incorporation into the Employment Development Department's integrated claims management system as part of the EDDNext project.
