Permits replacement of fuel-gas-burning water heaters, space heaters, ovens, ranges, and clothes dryers in manufactured homes and mobilehomes with electric alternatives that are not specifically listed for manufactured home use.

Requires replacement electric and fuel-gas water heaters to be listed for residential use, installed per manufacturer specifications with tiedown or bracing to prevent overturning, and labeled with appropriate warnings.

Mandates the Department of Housing and Community Development promulgate standards for electric water heater seismic bracing by July 1, 2026, and update rules to facilitate electricity-powered heating technologies by the same date.

Allows plumbing, heating, and air-conditioning systems to be installed outside manufactured homes if necessary to replace existing fuel-gas water heaters, and permits systems outside garages.

Voids any homeowner association provisions or state/local building alteration regulations that prevent replacing fuel-gas appliances with electric appliances.
