Requires disclosure statement "THIS IS AN ADVERTISEMENT. YOU ARE NOT REQUIRED TO MAKE ANY PAYMENT OR TAKE ANY OTHER ACTION IN RESPONSE TO THIS OFFER." to appear in at least 16-point bold type on the front of envelopes containing solicitations for consumer financial products or services sent by physical mail.

Applies to solicitations made by covered persons (as defined in Financial Code Section 90005) or entities acting on their behalf to consumers for consumer financial products or services.

Disclosure statement must already appear in at least 18-point bold type in the solicitation itself; this bill adds the requirement for it to also appear on the envelope front in 16-point bold type.

Exempts mass advertisements (catalogs, radio, television, publicly accessible websites), consumer-initiated communications, and credit or insurance solicitations already subject to federal disclosure requirements.
