Amends numerous sections of the Military and Veterans Code to replace gendered language with gender-neutral terminology throughout provisions governing veterans benefits, military service, and veterans affairs administration.

Extends access to various veterans programs and benefits to surviving domestic partners of veterans where applicable, including farm and home purchase programs, education assistance, and veterans home residency.

Modifies exemptions for active militia members from road tax, head tax, jury duty, and posse comitatus service to require active military orders documentation instead of prior service certificates.

Changes exemptions for State Guard officers and enlisted persons to apply only while on active military orders rather than during general service periods.

Makes technical, nonsubstantive changes throughout the code to modernize language and ensure consistent application of veterans benefits regardless of gender identity or family structure.
