Requires the Secretary of Transportation to provide guidance, recommendations, and coordination between stakeholders to ensure performance of the LOSSAN Rail Corridor (San Diego-Los Angeles-San Luis Obispo).

Mandates the Secretary of Transportation, with assistance from environmental and natural resources secretaries, to submit a comprehensive report to the Legislature within 2 years of appropriation covering baseline conditions, capital improvement projects, resiliency needs, zero-emission service strategies, and coordination through federal funding programs.

Requires the Secretary of Transportation to convene a working group including track owners, rail operators, county transportation commissions, metropolitan planning organizations, and community organizations to submit consensus recommendations to the Legislature by February 1, 2026, on service coordination, management structures, statutory changes, and federal program coordination.

Mandates biennial performance reports to the Legislature beginning 3 years after appropriation covering ridership, capital improvements, service quality, resiliency updates, and infrastructure development progress.

Establishes that reimbursement for state-mandated local costs shall be made pursuant to existing statutory procedures.
