Authorizes temporary rate increases for California state preschool contractors beginning July 1, 2022, subject to available funding, exceeding standard reimbursement rates and previously established supplements.

Extends prohibition on family fee collection for subsidized childcare and preschool services from July 1, 2023, through September 30, 2023, and requires contractors to reimburse providers the full certificate or voucher amount without deducting fees during this period.

Authorizes temporary rate increases for childcare providers under the Child Care and Development Services Act beginning July 1, 2022, with department discretion to distribute funding including one-time lump-sum payments.

Makes previously appropriated federal funds available in fiscal year 2023-24 in an amount equal to the cost of extending family fee waivers from July 1, 2023, through September 30, 2023, for all families receiving subsidized childcare services.

Exempts rate increase contracts and grants from personal services contracting requirements, Public Contract Code provisions, and Department of General Services review.
