Makes it unlawful for employers to require a driver's license in job advertisements, applications, or employment materials unless driving is an essential job function and alternative transportation would not be comparable in travel time or cost.

Applies the restriction to job advertisements, postings, applications, and other employment materials that state a driver's license is required.

Defines alternative forms of transportation to include ride-hailing services, taxis, carpooling, bicycling, and walking when evaluating comparability of travel time and cost.

Expands California's Fair Employment and Housing Act to protect individuals who cannot obtain traditional driver's licenses due to immigration status, preventing discrimination based on possessing only a state-issued driver's license for undocumented residents.
