Exempts Department of Forestry and Fire Protection contracts for logistical support of large-scale prescribed fire operations (meals, lodging, equipment, land agreements) from state contract approval requirements and competitive bidding requirements.

Requires the department to identify and map a comprehensive network of potential operational delineations for strategic wildfire response and prescribed fire use by January 1, 2026, in coordination with federal, tribal, local, and private partners.

Mandates the Fire and Resource Assessment Program to develop and publicly post maps showing wildfire impact severity across all land ownerships by July 1, 2025, and update them annually.

Requires the department to annually review recent fire effects in relation to community safety and ecological restoration goals to identify priority prescribed fire opportunities for managing hazardous fuel conditions.
