Requires county human services agencies administering public benefits to develop and implement a program allowing homeless residents without permanent mailing addresses to pick up government-related mail at designated county office locations.

Program participation is optional for homeless residents; agencies must provide participants with information about hours of operation and program requirements, and participation does not establish residency.

Defines "government-related mail" to include correspondence related to CalFresh, CalWORKs, General Relief, SSI, housing programs, Department of Motor Vehicles, Employment Development Department, court notices, and Veterans Affairs benefits.

Directs the State Department of Social Services to adopt implementing regulations by January 1, 2026, with stakeholder input; permits implementation through all-county letters until regulations are adopted.

Encourages counties to exceed minimum standards by holding all types of mail, providing multiple pickup points, and notifying residents when mail arrives; establishes state-mandated local program subject to reimbursement requirements.
