Expands the definition of "remote interest" under Government Code Section 1091 to include situations where a public officer's child is an officer, director, or has 10% or more ownership in a company contracting with the officer's body or board, effective January 1, 2026.

Requires public officers to disclose this child-related financial interest to their body or board and have it noted in official records before the board can authorize, approve, or ratify the contract.

Maintains existing penalty for willful failure to disclose financial interests under Section 1097, with violations not voiding contracts unless the contracting party had knowledge of the interest at execution.

Specifies that the remote interest exception only applies if the officer actually knows about the child's ownership or position in the contracting party.

Exempts local agencies and school districts from state reimbursement obligations under Article XIII B of the California Constitution since the bill creates a new crime by expanding conflict of interest violations.
