Extends authorization for beverage container recycling pilot projects to operate until January 1, 2034, with repeal on that date (previously set to expire June 30, 2026 and repeal January 1, 2027).

Limits the time that convenience zones within operational pilot project areas are deemed "served" to January 1, 2027, after which dealers must comply with standard recycling center requirements.

Allows pilot project recyclers to receive handling fees and refund value payments from certified processors, increasing expenditures from the continuously appropriated California Beverage Container Recycling Fund.

Maintains existing pilot project requirements including serving unserved convenience zones, minimum operating hours (minimum one weekday per week for 8 hours plus weekend hours), and accepting all eligible beverage container types.

Permits the Department of Resources Recycling and Recovery to approve up to 10 pilot projects with probationary certification valid for up to five years or until the pilot project ends, whichever is sooner.
