Requires the State Department of Education to identify and recommend high-quality professional learning programs in mathematics and literacy for certificated and classified staff by January 1, 2026.

Programs must align with science of reading principles, support biliteracy development, have proven evidence-based outcomes, focus on equity and pupil engagement, and offer varied duration and intensity for different career stages.

Appropriates unspecified funds from the General Fund to the Superintendent for allocation to school districts, county offices of education, charter schools, and state special schools to provide these professional learning programs.

Authorizes local educational agencies to use allocated funds for any high-quality professional learning programs meeting specified requirements, not limited to those identified by the department.

Requires local educational agencies to report measurable pupil outcomes (test scores, attendance, graduation rates) resulting from the professional learning provided as a condition of receiving funds.
