Modifies eligibility requirements for the Multifamily Affordable Housing Solar Roofs Program to allow tribal-owned properties to qualify without deed restrictions if they meet income requirements and have received public financing for affordable housing.

Specifies that tribal properties must have received funding through the U.S. Department of Housing and Urban Development Indian Housing Block Grant program, U.S. Bureau of Indian Affairs, or the Native American Housing Assistance and Self-Determination Act of 1996 to be eligible.

Maintains existing program requirements including monetary incentives for solar energy systems on qualified multifamily properties with at least 5 rental units, with a target of 300 megawatts of combined generating capacity through December 31, 2032.

Continues $100 million annual allocation (or 66.67% of available funds, whichever is less) through June 30, 2026, with not more than 10% of funds used for administration.

Requires the Public Utilities Commission to conduct triennial reviews of program expenditures, performance, and outcomes, with authority to credit uncommitted funds back to ratepayers if participation is insufficient.
