Requires hospitals to submit compliance plans within 30 days of the statute's effective date, with deadlines ranging from January 1, 2026 (Tarzana) to January 1, 2027 (Eureka and Fullerton facilities).

Mandates quarterly progress reports to the department on or before January 1, April 1, July 1, and October 1 of each year through January 1, 2027.

Imposes a $5,000 per calendar day fine for failure to meet compliance plan milestones or reporting requirements, with additional penalties including 10 percent interest, building permit withholding, and collection action if payments are not made within 30-90 days.

Takes effect immediately as an urgency statute to prevent fiscal harm to hospital operations and ensure continued access to care in affected communities.
