Amends Penal Code Section 11165.6 to clarify that a child witnessing domestic violence or being present during a domestic violence incident does not require mandated reporters to report child abuse or neglect.

Specifies that the definition of child abuse or neglect does not apply to how a child's exposure to domestic violence is relevant to custody, visitation, or domestic violence restraining order determinations under Family Code.

Establishes legislative findings that mandatory reporting of domestic violence exposure has discouraged survivor parents from seeking services, resulted in unnecessary child removals, and disproportionately surveils low-income and communities of color.

Notes that research shows the child's continued relationship with the survivor parent is the most critical factor for positive outcomes for children exposed to domestic violence.
