State Board of Education must establish a workgroup by June 30, 2025 composed of K-12 education community members to develop alternative local control and accountability plan (LCAP) templates for different types of local educational agencies.

Workgroup must create templates for county offices of education, small school districts (fewer than 2,501 units of average daily attendance), and single-school districts.

Workgroup must report recommendations and proposed template models to the State Board, State Department of Education, and Legislature by January 1, 2027 for consideration of adoption and implementation.
