Expands the Family Electric Rate Assistance (FERA) program by eliminating the requirement that eligible households have 3 or more persons, allowing households of any size to qualify if income is between 200-250% of the federal poverty guideline.

Requires California's 3 largest electrical corporations to submit reports by March 1, 2025, and annually thereafter detailing their efforts to enroll customers in FERA.

Requires the Public Utilities Commission to review enrollment reports by June 1, 2025, and annually thereafter to verify reasonable enrollment efforts are being made proportional to eligible households in each utility's service territory.

Authorizes electrical corporations to market FERA separately from the CARE program and to provide a standalone FERA-only application form.

Requires utilities found lacking in enrollment efforts to develop a strategy and plan to sufficiently enroll eligible households within 3 years of adoption.
