Requires a site certifier for Family PACT Program primary care clinics to be a clinician who oversees provision of Family PACT services and permits clinic corporations to enroll up to 10 service addresses under one site certifier.

Mandates that all department-required orientation and training for site certifiers be offered at least once every other month, through a virtual platform, and updated annually to reflect current laws, policies, and medical standards.

Authorizes the department to decline disenrollment of providers whose out-of-state license revocation, suspension, or disciplinary hearing is based solely on conduct not deemed unprofessional under California law, subject to federal approval and funding availability.

Exempts providers from disenrollment for submitting claims involving individuals on suspension lists if the sole basis for listing is conduct not deemed unprofessional under California law, contingent on federal approvals and financial participation.
