Requires HCD to rely on the April 2021 Surplus Land Act Guidelines while new rules are being developed, with this requirement expiring July 1, 2026.

Removes the APA exemption for HCD actions adopting standards, forms, and definitions for surplus land inventory reporting requirements.

Removes the APA exemption for HCD guidelines establishing uniform standards for surplus land notice and penalty provisions.
