Excused absences for military entrance processing are counted as absences for average daily attendance purposes and do not generate state apportionment payments.

Incorporates coordination language with Assembly Bills 1884 and 2499 to avoid conflicting amendments to Section 48205, with operative sections determined by enactment order.

Requires state reimbursement to local agencies and school districts for any costs mandated by the bill, per Government Code Part 7 procedures.
