Reduces public hearing requirements for enhanced infrastructure financing districts from 3 to 2 public hearings, with hearings to be held at least 30 days apart.

Removes the requirement that annual report notices be mailed by first-class mail and eliminates mailing requirements for certain district documents by establishing alternative notice procedures using internet websites.

Requires all notices to be provided in English and in other languages spoken by 20% or more of the county population that speaks English less than "very well," except for newspaper notices.

Adds air quality improvement projects to the definition of "eligible project" for climate resilience districts and expands wildfire mitigation financing options including equipment and undergrounding of utilities.

Streamlines notice and amendment procedures by allowing alternative notification methods for infrastructure financing plan amendments and annual reports through designated internet websites and email contact lists.
