Expands the architectural paint recovery program to a paint product recovery program covering architectural coatings, aerosol coating products, nonindustrial coatings, and coating-related products sold in containers of five gallons or less

Exempts aerosol coating products, coating-related products, and nonindustrial coatings from program requirements until January 1, 2028, or the approved stewardship plan's implementation date for those products, whichever occurs sooner

Requires manufacturers to submit stewardship plans within 12 months of regulation adoption and review plans at least every 5 years to determine if amendments are necessary

Renames the Architectural Paint Stewardship Account to Paint Product Stewardship Account and the penalty subaccount accordingly, with fees collected from manufacturers to cover the Department of Resources Recycling and Recovery's administrative costs

Requires all stewardship plans, annual reports, and submissions to the department be signed under penalty of perjury and prohibits manufacturers from selling paint products unless listed on the department's compliant manufacturer website
