Revises the definition of "preschool pupil" under Proposition 28 to include pupils ages 3-5 enrolled in preschool programs for exceptional needs, changing how economically disadvantaged preschool enrollment is calculated for funding allocation purposes.

Changes the method for determining economically disadvantaged preschool pupil enrollment to use the highest percentage of economically disadvantaged pupils at the elementary schoolsite within the same local educational agency or county, rather than the closest elementary schoolsite.

Requires local educational agencies to report unexpired arts funding amounts to the department by October 1 following the 3-year expenditure period and authorizes the department to withhold future fiscal year allocations until the report is submitted.

Requires that unexpended Proposition 28 arts funding revert to the department within 3 fiscal years, including funds from closed charter schools that must be reported within 60 days of closure.

Appropriates $148,000 annually starting with fiscal year 2023-24 to the State Department of Education for maintaining the Local Control and Accountability Plan Electronic Template System and related database, to be managed through a contract with San Joaquin County Office of Education.
