Prohibits heads of state administrative agencies from acting as agents or attorneys for compensation for one year after leaving office if making appearances or communications to state agencies or the Legislature to influence legislative or administrative action

Applies the restriction to elected state officers and appointed officials who receive salary based on their appointment

Exempts individuals who become officers or employees of another state agency, board, commission, or local government officials acting on behalf of their respective agencies

Declares no state reimbursement is required to local agencies or school districts because costs result from creating new crime penalties under the Political Reform Act

Violation of these restrictions is punishable as a misdemeanor under the Political Reform Act of 1974
