Extends the deadline for local air districts to liquidate Carl Moyer Program funds from June 30 of the 4th calendar year to June 30 of the 6th calendar year following the date of disbursement.

Eliminates the planned reduction of the liquidation deadline to 2 years (scheduled for January 1, 2034) and instead maintains the extended 6-year timeline.

Requires funds not liquidated by the extended deadline to be returned to the State Air Resources Board within 90 days for reallocation to the program.

Applies conforming changes to Section 44299.2 regarding fund allocation procedures and unclaimed fund management.

Approved by Governor on September 22, 2024 and filed with Secretary of State the same date.
