Amends Penal Code Section 26350 to increase penalties for openly carrying an exposed and unloaded handgun in public places or streets in incorporated cities.

Increases punishment from a standard misdemeanor to up to one year in county jail and/or up to $1,000 fine if the person has immediate possession of the handgun and ammunition and is not listed with the Department of Justice as the owner.

Adds a second condition for enhanced penalties: the person is either not in lawful possession of the handgun OR is not registered with the Department of Justice as the owner.

Clarifies that violations remain subject to prosecution under other firearm laws with potentially greater penalties and that each handgun constitutes a separate offense.

States that no state reimbursement is required for local agencies or school districts under the California Constitution since the bill only changes penalties for an existing crime.
